How should a nation-state develop its foreign policy in accordance to its values and in connection to the development of its domestic policy?

Nation-state should develop its foreign policy in accordance to its values, ethics, beliefs, and morals of the domestic policy. Foreign policy should not be different when it comes to respect for human rights, freedom of speech, discrimination, international laws, and so on. I believe we should apply similar respect for various rights and freedoms that we have in the domestic policy to foreign policy. United States constitution has a great impact on the domestic policy and laws governing our country. Foreign policy should resemble the domestic policy and various freedoms, rights, laws we Americans have. For example, CIA operating in foreign countries often violates foreign nation laws, human rights, and freedoms, which also go against American domestic policy.
